Grading, Erosion and Sediment Control Permits
The following three types of GESC Permits are issued by Arapahoe County: Standard GESC Permit,
Low Impact GESC Permit and a Temporary Batch Plant/GESC Permit.
A Standard GESC Permit is required for all of the land-disturbing activities identified in Section 2.1.1 of the Arapahoe County GESC Manual other than the activities qualifying for a Low Impact GESC Permit or a Temporary Batch Plant/GESC Permit.
Some land-disturbing activities may have a minor impact on adjacent properties and downstream receiving waters.
A Low-Impact GESC Permit is required for projects with a disturbed area less than one acre where minor impacts can be adequately demonstrated to the Engineering Services Division and streamlined submittal requirements apply. If after reviewing the submitted information and County staff concurs that there is low impact, a Low Impact GESC Permit will be designated for the project.
A Temporary Batch Plant is a temporary plant for the manufacture or mixing of concrete, cement, and concrete and cement products, including any apparatus and uses incident to such manufacturing and mixing.
The Southeast Metro Stormwater Authority (SEMSWA) partners with the County for the stormwater management of major drainageways through an Intergovernmental Agreement with the County. The County has developed a permitting program for grading, erosion and sediment control on public and private construction sites within SEMSWA’s boundary. The goal of these GESC Permit Programs, which are administered by SEMSWA on behalf of the County, is to implement effective erosion and sediment control BMPs for all land disturbing activities.
GESC Permits are not issued until SEMSWA and the County have reviewed and approved the GESC Plan and Report for the proposed development. Please see the County GESC Manual for more information, checklists, criteria and requirements.
